A guide to business continuity in banking must therefore start with a concrete fact: in the financial sector, continuity is not synonymous with IT recovery. It is the institution’s ability to maintain critical banking services within acceptable thresholds, even when people, locations, technologies, suppliers, or information are compromised.

This issue has become even more relevant with the implementation of the DORA Regulation. Regulatory scrutiny focuses not only on the existence of documented plans, but also on the demonstrable ability to govern ICT risk, manage incidents, test digital operational resilience, and control dependencies on third parties. For banks, financial intermediaries, and payment service providers, the business continuity program must therefore translate regulatory requirements and supervisory expectations into verifiable operational capabilities.

Bank Operational Continuity: The Correct Scope

It is a common mistake to equate business continuity with technological disaster recovery. Disaster recovery is essential, but it primarily focuses on the recovery of infrastructure, applications, and data. Business continuity operates on a broader scope: processes, people, locations, decision-making chains, communications, suppliers, contractual obligations, and relationships with authorities.

In the banking sector, critical services are not defined solely by an application’s internal importance. Their impact on customers and the market must also be assessed. Typically, this scope includes payments and collections, account access, treasury operations, digital channels, card management, anti-money laundering systems, regulatory reporting, credit processes, and crisis communications management. The list, however, varies depending on the operating model, the materiality of outsourced services, and the intermediary’s role in the financial ecosystem.

The key question is not merely “which system should be restored first?”, but rather “which service must remain available, for whom, and at what minimum level of performance?”. This step requires linking the technical analysis to the operational, financial, legal, and reputational implications.

From Governance to Recovery Goals

An effective program requires governance that assigns clear responsibilities. The board of directors and senior management define risk appetite, priorities, and the level of oversight. Business functions identify essential activities and alternative delivery methods. IT, cybersecurity, risk management, compliance, operations, human resources, legal, and communications contribute to the design and execution.

The key is to ensure that the plan is not confined to a single department. If a cyber incident disrupts authentication channels, for example, the response involves technology, fraud prevention, customer service, external communications, supplier management, and, in certain circumstances, interactions with authorities. Business continuity in banking is therefore a discipline of decision-making coordination, not a collection of isolated procedures.

The Business Impact Analysis must identify priority services, the activities necessary to deliver them, dependencies, and the consequences of disruption over time. This leads to the following consistent metrics: the Maximum Tolerable Period of Disruption, the Recovery Time Objective, and the Recovery Point Objective. It is not enough to simply assign a theoretical RTO to each application. The recovery objective must be compatible with the tolerance for service disruption and with the actual capabilities for restoring infrastructure, data, personnel, and suppliers.

A two-hour RTO, for example, is meaningless if the procedure requires manual intervention by a third party who cannot be reached, if emergency credentials are unavailable, or if the alternative environment does not contain sufficiently up-to-date data. The quality of the program is reflected in the consistency between requirements, architecture, processes, and field testing.

Scenarios to be designed, not just listed

Scenario-based planning must go beyond the assumption of a data center failure. Significant disruptions can result from ransomware, cloud outages, a compromised telecommunications provider, a release error, loss of connectivity, internal fraud, the unavailability of a facility, extreme weather events, or the simultaneous absence of key personnel.

Not every scenario necessarily requires a standalone plan. It is more effective to develop strategies based on potential consequences: loss of a site, loss of technology, unavailability of personnel, unavailability of reliable data, or disruption of a critical supplier. This approach reduces the volume of documentation and makes the instructions more practical to follow during an actual crisis.

Cyber incidents deserve special attention. In such cases, restoring systems quickly can be more dangerous than waiting: an environment restored without proper verification may reintroduce the malicious element or compromise evidence needed for investigations. The priority becomes balancing service continuity, containment, data integrity, notification obligations, and forensic decisions. There is no universal sequence: it depends on the nature of the attack, the extent of the compromise, and the criticality of the services involved.

Third Parties and Risk Concentration

Digital transformation has increased reliance on ICT service providers, cloud providers, payment networks, outsourcing firms, and specialized partners. A bank may have well-developed internal plans and still remain vulnerable to the unavailability of a single critical provider.

Due diligence does not end with the initial due diligence process or with the contractual provisions. It is necessary to maintain an up-to-date map of dependencies, understand the relevant subcontracting chains, assess points of concentration, and verify that agreements define service levels, disclosure obligations, audit rights, testing support, and exit conditions. Furthermore, the substitutability of a provider must be assessed realistically: migrating an essential service in the midst of a crisis is rarely an immediate option.

For the most critical services, credible alternative strategies must be established. These may include technical redundancy, temporary manual capabilities, agreements with alternative suppliers, or contractual recovery priorities. This choice involves costs and complexity. Not every dependency requires complete duplication, but every critical dependency must have a response commensurate with its materiality.

Testing a Bank’s Business Continuity as a Measure of Decision-Making Capacity

A plan that has not been tested is merely a hypothesis. Tests must verify not only that a system can be restarted, but also that the organization makes timely decisions, exchanges reliable information, and maintains service at the agreed-upon level.

Table-top exercises are useful for validating roles, escalation procedures, and decision-making criteria. Operational simulations allow for verification of how the involved units carry out procedures. Technical tests, including failover, restore, and recovery in isolated environments, provide evidence of how the platforms actually behave. Integrated tests with critical suppliers are often the most complex, but also the most representative of the actual risk.

A mature testing program does not strive for formal perfection. It looks for discrepancies between what is expected and what actually happens: outdated contact information, missing authorizations, unknown dependencies, recovery times longer than expected, ambiguous instructions, unavailable reports, or manual procedures that are unsustainable for more than a few hours.

At the end of each exercise, the results should lead to corrective actions that specify an owner, priority, deadline, and closure verification. The most useful records to keep include:

the scenario, objectives, and criteria for success of the test;

participants, decisions made, and timelines recorded;

technical and operational results compared to the defined thresholds;

deficiencies, corrective actions, and progress;

management approvals and governance review.

This traceability is essential both for internal improvement and for demonstrating to control functions and supervisory bodies that resilience is managed as an ongoing capability.

People, Communication, and Crisis Management

In the early hours of a disruption, the limiting factor is rarely the document itself. Rather, it is the availability of reliable information, the clarity of the decision-making chain, and the ability to communicate without exacerbating the situation. Crisis management must define who declares the crisis, who leads the committee, who authorizes communications to customers and counterparties, and how information flows to the relevant authorities are maintained.

Communication must be timely, accurate, and proportionate. Promising unverified recovery times can exacerbate reputational damage; waiting too long can fuel uncertainty and uncontrolled behavior among customers. Pre-prepared messages are needed, but above all, a process for updating them with validated data.

Preparing personnel requires role-specific training, supplemented by periodic drills. A process manager must be familiar with operational priorities and applicable business continuity procedures. A member of the crisis team must be able to evaluate incomplete information and document decisions. Front-line staff must recognize the instructions they need to convey to customers. Individual competence ensures the plan can be executed when pressure mounts.

Business continuity is not demonstrated by a manual sitting on a shelf, but by the ability to preserve decisions, data, and services when normal conditions cease to exist. For a financial institution, investing in this capability means transforming a regulatory requirement into a tangible basis for trust.

Guide to Business Continuity in Banking: Governance, Scenarios, Testing, and Recovery to Protect Critical Services, Data, Customers, and Regulatory Obligations.

[378

post-6900","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news

<!-- This site is optimized with the Yoast SEO plugin v28.6 -
